The whole control system. simself is one of its parts. 130 documents and 46 modules, written in an alphabet of letters — each letter has a spec, most have papers, and the ones marked dark have a file that no one calls.

What crosses the core boundary
The core does not use the technology. The technology serves it. That is the whole reason the separation exists.

SimSelf may never write the Library. Three of the four steps stand outside the thing being governed. That separation is the architecture — not a policy document. It is the shape of the call graph.
A governor that could be talked into anything is not a governor.
So the core is Python, deterministic, 1-bit, and it never inspects what it is governing. Cheap enough to run on every action.
